Supporting a new regulatory body with SOPs

A newly established regulatory authority needed to develop standard operating procedures (SOPs) to guide its core functions and ensure consistency, fairness and legislative compliance. The authority was regulating fast‑moving technology infrastructure — an area with major potential benefits but serious risks if systems failed. The regulatory framework was designed to build user confidence in the security of the technology but also created a high cost of entry for providers. This meant the authority’s procedures had to be robust, consistent, fair and able to withstand judicial scrutiny.

The challenges

Although the authority already had solid processes, the SOPs needed more detail and clarity. Designing them required anticipating scenarios in an emerging field with little real‑world precedent. Some experienced staff were also hesitant about being bound by formal procedures. The SOPs therefore had to work for both seasoned regulators and new staff joining as the authority expanded, while remaining easy to update as technology and regulatory practice evolved.

The approach

Tactics assigned a senior consultant with extensive regulatory experience to lead the work. After reviewing the legislation and existing process documentation, she quickly identified patterns, gaps, inconsistencies and unresolved issues. This helped the authority refine roles, responsibilities and key process decisions.

Working closely with subject matter experts built buy‑in and highlighted the practical value of clear, well‑structured procedures. The resulting SOPs were designed for everyday use—easy to navigate whether staff needed a quick reference or a step‑by‑step guide, supported by a logical structure and links to templates and reference materials.

The result

When first used in a real‑life, high‑stakes scenario, the SOPs provided clarity and structure. The team knew which steps to follow and who was responsible for each part of the process. They handled the situation effectively and achieved a positive outcome for all parties.

The SOPs are now a core operational tool that helps onboard new staff and supports experienced regulators when facing novel situations. They provide a stable foundation as the authority’s workload grows in this rapidly developing field.
